Hoxha said that despite numerous appeals to all competent institutions at the local and central level, there has so far been no concrete response or effective intervention.

He has also appealed to the EU for urgent response and support for Gora's citizens.

“Citizens are left only to face conditions that are unacceptable in the 21st century. In my personal name and on behalf of Gora's citizens, I call on all responsible institutions, international partners and diplomatic representatives to react urgently and help solve this problem. We make a special appeal to the European Union, as guarantor of democratic values and human rights, to use its influence and to support Gora citizens in achieving fundamental living conditions. A steady supply of electricity is, not a luxury, but a fundamental human right. Gora does not look for privileges -- it requires dignity, responsibility, and answers at times”, he wrote.
