The “Sinjalier”, which has a mission to protect and empower the signals in Kosovo, has praised public statements made by Edsim Halili over allegations of legal procedures and misuse of public funds on Kosovo Radio Television (RTK).
They say Halil's statements constitute a typical case of signalling under the Law for Signal Protection and have asked the Prosecutor to investigate them.
Signalers also demand that the parties involved avoid denigration of the denounciator.
Posting:
1. Mr. Halili is a beacon according to the legal definition, since in the quality of RTK employees he has publicly reported doubts about violations of the law and misuse of public funds.
2. The law guarantees him protection from any form of revenge, punishment, or damage to his reputation as a result of publishing information.
3. All media must respect his status as a beacon and refrain from any reporting, comment or publication that could harm his personal and professional integrity.
This case presents a particular situation, as the beacon is not reporting to the media on institutional abuses, as is usually the case, but is reporting legal violations involving the two media. That makes the issue more sensitive and requires a careful approach.
For this reason:
• We call on all the media, including those involved in reporting, to show restraint, to avoid degrading language, and to ensure that the signal is not publicly damaged.
• We call on competent institutions, including RTK's Agency for Prevention of Corruption, Prosecutor and Supervisory Bodys, to assess the claims raised at priority, providing effective protection for the beacon.
We stress that protecting the signals is a legal obligation and a democratic standard guaranteeing transparency, accountability and fighting corruption. Project Team “Signalr” will continue to monitor this case and provide full support for Mr. Halili until the conclusion of the investigative procedures and ensuring his legal protection.
