This institution has launched investigative procedure to assess whether human rights violations have been made.
In a response by the ombudsman, it is said they are still in the investigative phase.
The Ombudsman's institution has opened cases under official duty and is overseeing the work of other institutions that are making the investigation into the death of the young man in Lipjan. The ombudsman has opened this investigative procedure to assess whether there have been violations of human rights in these cases, as well as to monitor the actions of responsible institutions, including Kosovo Police and the Kosovo Police Inspectorate, and after the end of the work of these institutions, the Ombudsman will come up with a report”, the Ombudsman has stressed.
The five arrested police officials are under arrest as suspects in the 27-year-old's reckless murder.
The ombudsman constantly issues such reports on cases when there are suspicions that there have been human rights violations.
According to the Kosovo Institute for Justice, the recommendations the ombudsman gives should be taken more seriously by all institutions.
THE “account and all the evidence gathered during the investigation are handed over to the relevant competent institution and normally that the institution which addresses those facts and meetings all the investigations that have taken place normally that force it to deal with the same for the fact that we have to deal with an independent and constitutional institution, and therefore in the concrete case which the ombudsman made them are binding to be taken into account by the institution addressed to”, Flamur Kabashi Fubulator in the IKD.
However, based on past experiences, lawyer Anton Noecaj is sceptical that the recommendations will be implemented in practice.
This practice is only for face and face because we have many cases where the ombudsman has found that relevant institutions, respectively, have violated human rights and issued recommendations to condemn those violations, but unfortunately, we have very few cases when the state has taken recommendations to base”, the lawyer has declared Anton Noecaj.
The Kosovo Police Union had called for monitoring by the ombudsman regarding respect for the rights of five police officials.
