Miftaraj for the blockade in the Assembly: VVA has the greatest responsibility

Ehat Miftaraj, executive director at the Kosovo Institute for Justice (IKD), said the biggest responsibility for the blockade in the Kosovo Assembly has the first party, which is the Vetevendosje (LVV) Movement. Miftaraj said this during the discusing meeting with the title “Chong on pause, democracy under test: Is compromise and consensus the solution? This event is organised with the support of Friedrich Ebert Stiftung (FES), the Office in Pristina, the Justice Vow reports, broadcast Periscope.
Miftaraj said that Kosovo partner states are constantly calling for a solution to be made so that they can have a partner in Kosovo to advance the country's good policies.
“Political parties would have to reflect and without a doubt here responsibility falls on the basis of the political power each political party has in the Kosovo Assembly. There is no amnesty here, but the greatest responsibility is the Vetevendosje Movement with 48 deputies, who would have to find a solution to get out of this political stalemate that I believe is going through institutional chaos. The longer we are late, the consequences will be less restored”, he said.
The IKD Executive Director also spoke of the Supreme Court's recent ruling, which has clearly determined that the exercise of MP and minister's office is at the same time incompatible with the Constitution and Law.
He said the ministers and prime minister make any decision they make contrary to the law.
Miftaraj said Kosovo is awaiting a large number of agreements dealing with financial assistance from the European Union and other countries.
Kosovo's “Law Institute has consistently had the stance that political parties should not expect miracles from the Constitutional Court, because even if it makes a decision, that decision should, in the end, be applied to political parties”, he said.
Mifttaraj said that the Constitutional Court in no country in the world, but neither in Kosovo, can convince political parties or force them to have dialogue and political consensus to come to a solution to the constitution's constitutionalisation.
The Constitutional Court defines procedures and somehow provides solutions according to the Constitution, but the solution should ultimately be in political parties, which must come out of themselves to find a compromise”, Miftaraj said.
Mifttaraj said IKD has published an analysis last week, where it is found there is a large number of independent institutions that are currently dysfunctional due to the end of their members' mandate.
“Based on IKD analysis, if this continues further, by the end of the year it could happen to have perhaps 50% of independent institutions without legitimate boards, which are able to make decisions to provide services that define the Constitution and Law”, Miftaraj said.
