In an interview for the French network LCI, Macron said that since 2007-2008, when Russia invaded Georgia, President Putin has been “a continuing destabilising force” and has rarely maintained international commitments.

According to Macron, Russia currently invests 40% of its budget in military equipment and has mobilised more than 1.3 million troops, which makes it clear that it is not about a state aimed at peace or democratic opening.
“A country that invests at this level will not become a state of peace overnight,” warned Macro, adding that to ensure its political and strategic survival, Vladimir Putin “must continue to eat”.
