LVV complains in Supreme against PZAP order for Serbian List Certificate for Election

Members of the Vetevendosje (LVV) Movement have filed complaints Tuesday to the Supreme Court on the Election Panel's decision on Ances and Paraseta (PZAP) to order the Central Election Commission (KQZ) to certified the Serbian List for participation in local elections. PZAP ordered the election commission last week to certified the largest party of Serbs in Kosovo, which enjoys official Belgrade's support a few days after it was denied the census for participation in the October 12th elections.

The two LVV members in the CEC -- Sami Kurteshi and Alban Krasniqi -- the only ones who voted against the Certificate of this party -- asked the Supreme Court on Tuesday to bring down PZAP's decision, confirmed to Radio Free Europe by LVV, followed. Periscope.

The case is almost a repeat of the February general election case, when LVV had until the Supreme rejection of the Serbian List's participation in the election, but without success.

The decision on the non-compression of the Serbian List has been criticised by the QUINT and the European Union countries, which called on the incumbent Government and political parties not to take another step to prevent the registration of the Serbian List for the October elections.

Why was the Serbian List certified?

The CEC's Political Party Office, which is tasked with reviewing the application of political parties to be certified for participating in the elections, recommended the Certificate of the Serbian List.

However, Sami Kurteshi and Alban Krasniqi were loud against its certificate, arguing that most of its candidates are part of Serb parallel structures, but also named the party “extended” of Serbian President Aleksandar Vuciq in Kosovo.

Kurteshi said that “90 per cent of people who are on the candidate lists of the Serbian List are participating in parallel Serb institutions in Kosovo”.

He rejected Sasa Milosevic's candidacy for mayor of Novoberda, saying he was appointed by the Serbian government to head the municipality of Gjilan, this Serb parallel municipality.

Milosevic was appointed chairman of Gjilan by the Serbian government on February 27th 2020, as the “chairman of the Gnjilan municipality's Acting Organisation”.

But, the government of Serbia, on August 7th, made over 20 cadrovic decisions for the appointment and dismissal of institution officials, among them some who have been at the helm of provisional bodies for municipalities in Kosovo.

These claims were rejected by the Serbian List and by official Belgrade.

Serbian Foreign Minister Marko Djuric said this decision was “a flagrant example of political engineering aimed at excluding the Serbian people from democratic life”.

Vetevendosje fought against the Certificate of the Serbian List even for the February parliamentary elections, and the electoral commission had not initially certified it even then.

However, following complaints in higher institutions, the Serbian List was certified and participated in the elections, winning 9 seats in the Assembly.

The Serbian list decided to compete in this year's local elections after boycotting past local elections, causing Albanian mayors to take power in the four Serb majority municipalities in the country's north from May 2023.

If certified, the Serbian List is expected to regain all four northern municipalities: Northern Mitrovica, Leposaviq, Zvecan and Zubin Potok. /REL/
