In order to enable voter registration outside Kosovo, CEC has functional electronic platform https://diaspora.kqz-x.org, which will be open until 29 August 2025.
On its page, the CEC reports that all citizens of Kosovo living abroad can apply to be registered as voters outside Kosovo to vote by post at the Local Elections for Assembly Speakers and Communist Places, which will be held on October 12th 2025.
Record application must be individual and can be made:
- through the CEC electronic platform https://diaspora.kqz-x.org or
- Through mail sending application to the CEC mailbox in Kosovo.
How is the recording application conducted through the CEC platform?
To initiate procedure to access the CEC platform, Kosovo's citizen living abroad must first click on REGISOHU space.
Then, once again, citizens will open another page. Accessing CEC platform It is possible after the citizen marks the personal number of the Republic of Kosovo and the date of birth.
Access to the CEC platform will enable citizens to initiate verification procedure.
Initially, identity verification is required, taking a photo through the platform where the face of the applicant/citizens is clearly seen. Afterwards, the citizen must verify his e-mail address, which should be active, as through it he will accept reports from the CEC and the code for verification.
After the verification procedure was passed, Citizens to initiate census procedure outside Kosovo.
The applicant must complete his data outside Kosovo, which includes the state where he lives, the city, the residence address showing the way and number of the house/apartment, the state postal code, the personal telephone number.
After that, the opportunity will open to select the mode of sending the envelope with the ballot card: (1) via mail, in the CEC mailbox outside Kosovo or (2) through mail, in the CEC mailbox in Kosovo.
For application purposes, the citizen must submit documents as follows:
- Kosovo Document (innocentation, passport or driving permit);
- Photo (sefie) holding his identification document;
- One of the doctors witnessing voters' address outside Kosovo (dThe identification document in which the residence address is listed, the confirmation of the address by local authority, the lease contract, the service bill, the document issued by the bank or the insurance company, the document proving the address of the person they are temporarily staying in, other residential evidence for specific cases (reservation hotel, boarding, etc.).
These documents cannot be loaded or added to the platform. They're photographed by real-time applicant device. After clicking on the type of document that is required, the camera will open and the document will be photographed.
In the end, the citizen/applicator should approve the online statement that the above data is personal, accurate and that any false statements or attempted registration of others constitute criminal acts under the laws of the Republic of Kosovo.

The CEC's voter service will review the application within a short time.
