Kosovo in institutional crisis how to move forward in dialogue?

During his visit to Pristina, Serbia's special emissary for Kosovo dialogue Peter Sorensen said the process of dialogue is alive and continuing. But on the other hand, nearly two years have taken place since the last high-level meeting between incumbent Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq has been held.
In addition to the lack of high-level meetings, the parties have yet to implement agreements reached with the European bloc's mediation.
Therefore, former Dutch Ambassador to Kosovo Robert Bosch says that with the current political crisis in Kosovo, progress in dialogue cannot be expected.
I am very sorry to see this political crisis in Kosovo. Political parties must understand the importance of co-operation, because that is the essence of democracy. This situation is giving Vuciqi reason to claim that Kosovo is a failed state, which is not true. Under these circumstances, when there is no functional government, progress in dialogue cannot be expected. However, I expect Petersen to be more neutral than Lajcak during the mediation of this process”, said former Ambassador Robert Bosch.
As completely blocking the process is seen by deputy from the ranks of the Democratic Party of Kosovo, Nat Hasani.
He has also demanded that the agreements reached so far be reviewed, since, according to him, constitute constitutional violations.
I think that dialogue is over. The Brussels and Ohrid Agreement are violating the Constitution of the Republic of Kosovo, and they should be revised if the dialogue process continues. Those agreements should by no means exist”, said MP Nat Hasani.
The European emissary's visit to Kosovo took place at the time when Serbia is facing massive protests, while Kosovo still does not have a new government.
