October 7th of 2025 is the second anniversary of the Hamas-led attack that triggered Israel's war in Gaza. The date was deliberately chosen because of its symbolic, the source said.
According to a second Israeli source, Israel will significantly expand its humanitarian aid efforts at the beginning of the first phase, but the plan does not provide for distribution of aid within the City of Gaza as a way to encourage Palestinians to evacuate.

The approved plan is somewhat more limited than a complete takeover of the entire enclave, focusing only on Gaza City and excluding surrounding camps.

Zamir also warned members of the security cabinet of the impending risk of 50 remaining hostages, of which 20 are thought to be still alive.
Instead, Zamir presented a more limited plan focused on the siege of Gaza City and other areas, but the source said the security cabinet rejected the plan.
