Inaccurate examination of candidates, KPMSC cancels Agency for Medical Product Directorials competition

The recruiting procedure for the position of Kosovo Agency for Products and Medicine Executive Director has been cancelled by the Independent Supervisor Council for the Civil Service of Kosovo ( KPMSCK, after serious violations have been found in the phase of preliminary verification and law enforcement during the candidate selection process.

The Council's decision that secured it Periscope, taken after reviewing the complaints of the three candidates, A. S, S.T, and K.D., who had rejected the Agency's decisions on their exclusion from the race or on the way to assess other candidates.

According to the College for the Review and Deployment of Ankes within the Council, it has proved that the agency has included on the narrow list a candidate who did not comply with the legal criteria of managerial experience, while having ruled out candidates that met all formal and substanial requirements of the contest.

The number-term competition RN00016306 was announced on January 14th 2025, with application deadlines through February 13th. It sought candidates with university degrees at drugs, law, medicine, chemistry or similar fields, and professional experience of at least eight years, including experience in leadership positions.

However, from verifying the documentation resulted that one of the chosen candidates, S.H., has witnessed no documented management experience either through the work contract or through the Trust Pension contributions. One of its claims was incorrect and not based on valid documentation.

Meanwhile, the K.D. complainer had offered clear evidence of his experience as the general manager in the private sector and as the Political Adviser in a ministry, while being excluded for lack of evidence of experience, which later proved false, as his documents were complete and valid.

The next complainer, S. T, he had contested candidate S. H, stressing that she did not have the experience required in the leadership position, while herself had reached 81 points from the evaluation procedure. His claims were also praised as being based by the Council, which also found a lack of rigorous control over apps and the involvement of inadequate candidates in the narrow list.

The Council stresses that during the review over 30 apps, support documents such as diplomas, labour contracts, proof of the Pension Trust, professional licenses and institutional decisions. This review resulted in the Agency's Unit for Human Resources acting contrary to Article 44 of the Law for Public Officials and Order for competition procedures, failing to properly verify the criteria for candidates.

In line with the Law on KPMSCK and administrative procedure, the College decided to approve all three complaints as based and to completely cancel the competition for the office of the Executive Director. U.D. The Agency's Executive Director is obliged to implement this decision within 15 days of his accession date and to announce the Council in writing on steps taken.
