On February 9th, Kosovo citizens addressed the ballot boxes, and on April 15th, efforts were launched for the framework of the 9th Parliament legislature. The sworn deputies gathered a total of 54 times, each leading to a new but failed effort for the institution of the legislature.
The Vetevendosje movement, though the 48-seat winning party, has failed to secure the needed 61-vote majority to elect the Speaker of the Parliament. Other parliamentary parties have refused to vote on VV candidate Albulen Haxhiun.
Vetevendosje has proposed only Albulen Haxhiun for the post of first Parliament, arguing it can be resolved through secret voting, the online newspaper Reporter.net writes.
Parliamentary parties failed to reconcile the Assembly, not even after the Constitutional Court, which forced it to take place within 30 days. The deadline ended on 26 July. After that date, the provisional measure tasked MPs with not taking any steps towards the decision of the Parliament until the Constitution comes up with a new decision. The Constitution spoke yesterday.
This court has decided that Kosovo Assembly deputies must elect the new Speaker of the Parliament through open voting, and within 30 days.
The Constitution has determined that the same candidate can only be voted up to three times. The Constitutional Court has also ordered MPs to attend the constitutional session and participate in the vote.
The decision has been welcomed by parties that the previous mandate was in opposition, but has been criticised by the winning party, the Vetevendosje Movement.
