The former head of the Constitutional Court, Enver Hasani, has said that it cannot be constitutionalised without the election of chairman and all vice-presidents.
“There is no constitutionalised Assembly without the election of chairman and all the vice-presidents”, he said of TIME.
According to Hasani, the entire procedure that has been followed for electing the vice-presidents conflicts with the Constitution and the Parliament Rule.
He has stressed that this has implications on Kosovo's international position, while adding that the chief parliament and Vetevendosje have ignored constitutional and legal order awareness.
The entire procedure followed for electing vice-presidents is contrary to the Kosovo Constitution, the Parliament's Rule and Constitutional Court Act. From changing the agenda to casting lots and unable to run the Serbian candidate from the majority of Serbian deputies in the Kosovo Assembly.
