As Klan Kosova reports, EU Mission chiefs have gone to a letter to Albin Kurti, where it speaks of dissatisfaction with the executive in office, referring to disrespecting the Supreme Court's act of judgment of June 25th 2025.
” in the interest of institutional sustainability and respect for rule of law, high-level visitors from the EU member states and EU institutions will temporarily refrain from holding meetings with the incumbent prime minister and ministers within the Kosovo Government building until a Government is in office with a full mandate of” is highlighted in the exclusive letter Klan Kosova has secured.

“I am writing on behalf of the Chiefs of Missions of the Member States of the European Union present in Kosovo.
After the Act of Supreme Court of Kosovo (P. A.n. 09-2025, June 25th, 2025, which declared Finance, Labor and Transfers Ministry Administrative Guide invalid. 012025 on the use of Electronic Fiscal Devices, Fiscal Systems and Electronic Fiscal Programmes, based on Article 71 of the Constitution banning the exercise of ministerial and parliamentary functions simultaneously, the European Union has adapted its engagement practices in line with this decision following consultations with the EU Member States.
In line with this act and in the interest of institutional sustainability and respect for rule of law, high-level visitors from the EU member states and EU institutions will temporarily refrain from holding meetings with the incumbent prime minister and ministers within the Kosovo Government building until a Government is in office with full mandate.
This decision reaffirms our principled devotion to rule of law, democratic accountability and institutional integrity.
This letter also aims to avoid any uncertainty or misinterpretation in the future, as happened during the recent visit of the European Union Special Representative for the Belgrade Dialogue Pristina. We consider it essential that our institutional commitments be fully harmonised with Kosovo's constitutional framework and its highest court decisions.
The European Union remains fully committed to constructive engagement and is ready for essential contacts and co-ordination. Senior EU and member states officials will continue to co-operate with their respective counterparts to ensure continuity in key areas of co-operation.
We believe that this measure will be understood in the spirit of mutual respect and in the light of our common devotion to good governance and democratic principles that have always led our partnership.
We also sincerely hope that a government with full mandate will be formed without further delays so that we can resume full co-operation with the EU and further deepen our political and economic relations.
