Under the decision, the Parliament's deputies are obliged to elect the Speaker of the Parliament through open voting, rather than through the secret vote. The court has made it clear that the voting process should be of full transparency, in line with constitutional standards and with a request for public accountability.
Also, the Court has decided that the same candidate could run maximum in three rounds of voting, ending the possibility of endless repetition of voting sessions, as has happened in the past.
“BE URWAY, with 6 (six) votes for and 1 (one) against, the head of the Republic of Kosovo's Seanca Constituy Assembly to proceed with the 3rd point of Seanca Constituve Day, approved on April 8, 2025, and in accordance with Article 2's paragraph 67 [The Election of Chairman and Vice Presidents] of the Constitution of the Republic of Kosovo, to invite the largest parliamentary group representative to propose the candidate/KOHR/Responal Republic, which chooses through the vote which can only be realised in the third time, the same act.
