Eugen Cakoli from the Kosovo Democratic Institute (KDI) has reacted to the political discour after the elections, stressing that in a parliamentary system like that of Kosovo, the election result is not enough to govern without the construction of the parliamentary majority.
According to him, being the first party in the elections is important, but does not automatically mean winning elections or ruling.
“As the first one to appear in the election does not mean that you win the elections,” writes Calcoli.
“If you don't win 61 mandates, the first party has won nothing but the right to start negotiations with others,” he stresses.
Cakoli stresses that in the parliamentary system, institutions can only be formed if a necessary majority is achieved, while to build it requires compromise among political parties.
He also recalls that neither the profit of 50% +1 of the vote guarantees the majority in the Kosovo Assembly, due to the way the mandates are distributed.
In his message, Calcol also criticises trends to pressure MPs who may have different attitudes:
“in democracy, MP vote not imposed. Nor does it be forced through rhetoric, nor with labels, links or public pressure on those who think otherwise,”, he writes.
According to him, the failure of any candidate for state positions is not linked to names or personal biographies, but to the lack of necessary support in the Assembly.
In conclusion, Cakoli stresses that if there is no will for compromise in building a political agreement that secures the parliamentary majority, then the blame for the blockade falls on those who refuse to accept political reality.
