The charge and against charges of removing “Life in Kosovo” from RTK: Devolles, contracts and millions of life sums for Jarrea?

A fierce public debate has erupted among former directors of Kosovo Radio Television (RTK), Radio Kosovo Radio Director and former co-workers of the “jeta show in Kosovo”, following the publication of a research by Fadil Hoxha, former RTK) and currently U.D. adviser. Director RTK's Hundozi, and dost with Riley Gervall.

In his post, Hoxha charges RTK's past managements with connection to powerful businessmen, including corporation “Devolli Group”, connecting the removal of the “jets in Kosovo” and “Justice in Kosovo” from broadcasting with publication, 30 April 2020, research <x6Monopol with Light of the Sun #ZRERER and DevI<x>

This research, according to him, had uncovered a scheme for illegal profits from solar energy promotional tariffs that would bring companies profits of some 20m euros.

Hoxha details that after the show was published, his broadcast was first cut off on the internet and then on television channels. He accuses ex-directors, including former director General Oversight Kastrati, of rejecting BIRN's bids for free financial co-operation for RTK and the loss of a 39 thousand-euro grant from the European Union.

In this context, Hoxha links Kastrati even with his subsequent appointment as director of “ABC Nese” in Albania, a medium who, according to some public statements, has ties to the Devulles.

On the other hand, there is no silence from former RTK General Intervention Kastrati. In a Facebook response, Kastrati directly accuses Jaryra of huge financial benefits from RTK, claiming that she has received about 2m euros over the years, and at certain times, monthly payments have reached up to 28,000 euros.

Kastrat flatly denies that the decision to interrupt the show has been taken at the order of the Devolls, challenging Jarra to bring a small test “that he or any of his envoys have intervened for this reason.

According to him, the decision not to continue the contract has been legal and based on the fact that information debates must be realised by RTK itself, while research shows should apply through public competitions.

He also claims that Jarra has refused to work on regular wages at RTK, demanding that the previous model of contracts continue, and warns that he will publish facts about politicians and diplomats who, according to him, have pressured the follow-up of the show.

The director of Kosovo Radio, Arsim Halili, is also involved in this debate. He's come up with a harsh public statement claiming he's uncovered a <x0 corrupt deals” within RTK, publishing an e-mail that he claims proves this.

On August 6, 2025, I accidentally accepted an email that was sent to my address by mistake. After reviewing it, I identified serious problems related to the possibility of breaking the Law for RTK”, Halili writes.

He says that <x0email, sent under a RTK internal structure, contained detailed instructions from the Leader of the Legal Office in RTK to favour a private subject (outside production) by instructing it on the way it is prepared for application and the content of the application application at RTK”

Halili stresses that “in this case has not had competition, which constitutes violations of legitimate procedures and of the principle of open competition”.

He recalls that Article 12 of the Law for RTK stipulates that <x0) independent products are accepted only through public competition”.

The move, according to him, is <x0) particularly disturbing in the circumstances when RTK is facing major financial challenges and workers have not yet received the monthly salaries of July. ”

The director of Radio Kosovo adds that even the manner of paying the favoured subject is suspicious: “Even compensation through second marketing without an open and competitive process is also illegal”.

According to Halil, from official data “this subject has benefited over 2.2m euros from RTK through questionable antilegal agreements, even without regular public procurement procedures”.

In the end, it issues direct accusations: “Kumar of this corrupt conception along with Kosovo's media tour, in an attempt to concreteise the corrupt agreement, has been put together in an effort to publicly tarnish my name through several social media posts and other” platforms.

Halili warns that “complete response and clarification about these efforts will address in detail in the coming episode of my public communication”, adding that “focuses committed to ensuring legitimacy, transparency and protection of public interest in any process involving public broadcaster”.

Halili has invited current members of the RTK Board, the Anti-Corruption Agency, Investigation and Prosecutor to immediately investigate this case, according to him, with serious corrupt elements.
