This news has been disclosed by CEC spokesman Valmir Elezi, who has added that by the end of today's day, Kosovo citizens living abroad can apply to register as voters outside Kosovo: (1) via the CEC's electronic platform https://diaspora.kqz-x.org or (2) by mail sending the application to the CEC mailbox in Kosovo.
According to Elez, Kosovo's “only citizens who are registered for voting from abroad will be able to vote via mail in the period, which will begin on September 17th and end on October 11th 2025”.
Furthermore, it has clarified that Kosovo citizens, who are registered for voting abroad, will leave the Voters' List inside Kosovo.
It is the legal obligation for the CEC that Kosovo citizens registered to vote from outside Kosovo, to remove from the list of voters within Kosovo, which is distributed in the polls, on Election Day. So, a citizen registered to vote outside Kosovo will find his name for the vote only on the Voters' List outside Kosovo”, Elez explained.
But what happens to citizens not registered for voting outside Kosovo?
Kosovo's “citizens living abroad and who are not registered for a vote by mail are on the Voters' List within Kosovo, which is distributed on election day. The data for the voting centre's address can be seen here: https://qv.kqz-x.org”, Elezi has clarified.
