New blockade in the Assembly, all that happened at today's session

The Kosovo Assembly today has elected the new chairman, Dimal Basha, and four deputy speakers, but the constitutional process cannot be considered complete, as it has not yet been elected deputy chairman of the Serb community. This constitutes the 58th effort for the new legislature's constitutionalisation, which resulted in partly successful.

Dimal Basha was elected president with the votes of his party, Vetevendosje Movement, and of two other major Albanian parties, the Democratic Party of Kosovo (PDK) and the Alliance for the Future of Kosovo (AAK). His selection has not been well received by the PDK and the AAK, which, as well as the Democratic League of Kosovo, have criticised Basha, not considering her worthy of this position.

Albulen Haxhiu, Vlora Citaku and Kujtim Shala were elected deputy chairman in a package vote. The non-Serb community's deputy chairman, Emilja Rexhepi, will share the rotating position later with Fidan Yilditan and Artan Aslan. However, the vote for the Serbian deputy leader remained blocked. Slavko Singhi, the Serbian List candidate, failed to secure the 61 votes needed.

In his first post-election speech, Dimal Basha stressed the importance of unity and sacrifice behind Kosovo's construction. I feel responsibility for your faith and will also take the moment to thank Avni Deharin, and Sala Yasar, for holding these sessions. I feel the great responsibility entrusted to me. This country is the heart of our democracy, the place where the voice of all our citizens is represented. Our Republic was built on sacrifices that freedom and state I are greater than any particular interest”, Basha said.

He added that Kosovo protection is the task of all, power and opposition, underlining the importance of co-operation among parties: “I call for co-operation. It is time to testify that despite political differences, we have the courage and wisdom to work together for the highest interest in our country”. He also addressed Serbia, seeking recognition of Kosovo's independence.

The process for the Serbian deputy chairman was suspended, and the Parliament will meet again Thursday at 11:00 to discuss potential candidates. Neither Verica Ceranic nor Stefan Kovacevicc, nor Nenad Rassic managed to secure the necessary votes.

Chairman PDK, Memli Krasniqi, criticised Basha's election, stressing that neither Vetevendosje nor citizens are satisfied with that decision. “You had faces hanging”, he said, referring to VV deputies.

LDK Chairman Lumir Abidijku named Kosovo's PDK and AAK vote for Basha as bribing “and warned a possible constitutional crisis for non-election of Serbian deputy leader: “Feels the vote of two other former parties in the opposition as a gross error The AAK PDK for Kosovo institutions to give such a name. However, that is the will of 73 deputies majority, The LDK respects this will, but it can't be happy with the quality of people who represent these 48x3> institutions.

AAK MP Daut Haradinaj said he voted Basha for the head parliament, considering the name serious, but raised concern about the challenge of the deputy speakers: “I asked, did you seriously say yes, voted and wish me success? This is the reality of Kosovo, and until the end of it, we can leave it like this. Now let's see the next challenge with subheading”.

Social Democrat Initiative Chairman Fatmir Limaj demanded that the VV provide explanation for delays in the mayor's election -- “Le -- give an explanation of why they have delayed the country so far as months. I hope they have an explanation before the citizens of Kosovo why the country has so far been delayed”.
Kosovo President Vjosa Osmani has welcomed the beginning of the unblocking process of the Parliament's Constitution and expresses hope that this process will be completed as soon as possible, in line with the constitution.

She wishes good work in the country's interest to new President Dimal Basha and the elected Deputy Speakers of the Parliament, Mrs. Albulen Haxhiu, Mrs. Vlora Citaku, Mr. Remember Shala and Mrs. Emily Redzepi”, told the Facebook Presidency announcement.

The president also hopes that the Parliament -- as soon as and in line with constitutional procedures -- will also vote on the new Government -- will emerge from citizens' will in the February 9th elections.

Likewise, Germany's ambassador to Kosovo, Jorn Rohde, has voiced concern about the political situation in the country, stressing that the lack of will for institutional solutions is damaging Kosovo and jeopardising external funds.

In a media proposal outside the Parliament building, Rohde said there was hope that the crisis would be overcome, but that he is not currently seeing enough political will for a solution.

This morning I had little hope that the crisis will be overcome, but at the moment it doesn't seem that way. Perhaps because there is not enough political will among the protagonists to find a solution”, Rohde said.

In addition, Great Britain's Ambassador to Kosovo, Jonathan Hargrees, has called on political parties to take the next steps as soon as possible to constitutionalise the Assembly and establish the new government.

Harreves has welcomed the election of Parliament Speaker Dimal Basha, who was elected on Tuesday. However, the full constitutionalisation of the Parliament has stalled in electing the vice-chairman from the non-Serb community's turn, and the session has been postponed for Thursday.

The election of the Speaker of the Assembly is welcome progress and shows that political compromise in the country's interest is possible if the will exists. I call on political parties in Kosovo to take their next steps as soon as they finish forming the new Assembly and government”, Hargrees wrote on Facebook.

Dimal Basha was elected head parliament after months of deadlock in the Parliament, receiving 73 votes for and support from the PDK and the AAK, while the initiative continued to abstain with its three MPs./Periscopi/
