The Assembly comes out with official announcement: Constituent hearings considered closed, Headship convenes Monday

The Kosovo Assembly, even through the official announcement, citing Chief Parliamentary Dimal Basha, has considered the constitutionalisation process complete, despite the failure of electing the deputy leader from the ranks of the Serb community. He recalled that neither of them has been elected deputy speaker, where eight of them have not received the necessary votes for the deputy head of the Parliament, in all attempts, while two have refused to be a candidate for deputy chairman.
“We, as the Assembly, have no other option of continuing with regard to the deputy chairman who comes from the non-Serb community, so in this case I consider that we have also unveiled the fourth point of the constitutional session's agenda, and since there is no other objective of how to proceed further, I consider that this Constituve session is considered closed”, Basha has declared.
In the report, Basha reportedly considered that on behalf of the functionalisation of the Assembly and the materialisation of the February 9th election result, the failure to elect one of the five vice-presidents or one of the six members of the headship could not be an obstacle blocking the constitution of the Republic of Kosovo.
He called the first chairmanship meeting for Monday at 4:00.
After the completion of the constitutional session, I consider that the Parliament of our Republic should continue the work as provided by the constitution, while how to deal with our work as a framework, I will consult the now elected members of the Parliament's Headship, which will be held at the C 301 Hall on Monday at 13:00x1>, Basha has declared.
The Democratic League of Kosovo came out earlier in reaction, where it said that the Constitution of the Republic, regulation of the Assembly, and relevant judicial judgments of the Constitutional Court are clear and unequivocal in terms of procedures and conditions of its constitutional framework.
According to this party, any attempt to interpret otherwise or bypass these fundamental provisions constitutes violations of constitutional order and violation of the democratic principles on which the state is based.
“The Assembly cannot function and make decisions without previously fulfilling the constitutional constitution, as clearly defined by the Parliament's Labour Rule and Constitutional Court Act. Persistent delays in the constitution and in the formation of institutions constitute a major damage to the country. These delays are hampering the normal functioning of institutional life, and constitutional responsibility and burden, political and moral, falls sharply on LVV and its leader”, said in response.
Even from the Democratic Party of Kosovo, it said the constitution cannot be made without the election of the five vice-presidents being completed.
Even Eugen Cakoli, from the Kosovo Democratic Institute, said the constitutional session cannot be considered complete without the election of all vice-chairmen.
There can be no materialisation of anything either the development of parliamentary procedures or the exercise of parliamentary functions, nor the flow of constitutional deadlines”, Cakolli said.
According to him, this situation can be resolved “by the Court alone, whether with the conclusion of the failure of the constitution under the 30-day term, or with invalid proclamation and repetition of voting procedure for the deputy heads of communities”.
