The Kosovo Communists Association via a reaction accuses the Ministry of Finance, Transfers and Labour of blocking municipal means.
The AKK says this negligence could lead to the blocking of the budgetary process.
“AKK requests that: The Ministry of Finance, Transfers and Labour immediately releases the second budgetary range, without delay to further; Respect the legal terms of the budget calendar precisely; To ensure equal and fair treatment for all municipalities”.

The Kosovo Communists Association expresses concern about the fact that the Ministry of Finance, Transfers and Labor has so far failed to issue the second budgetary circuit, though it is a legal obligation and a key instrument for the financial planning of municipalities.
Disagreement of the second circuit in time constitutes violations of the legal deadlines set out with the Law for Public Finance and the first budgetary circuit. This has major legal and practical consequences for all municipalities.
This negligence could lead to the blocking of the municipal budget process. The municipalities, without ceilings and budgetary guidelines, cannot prepare draft budgets for next year. As a result, delays are in the adoption of municipal budgets and the normal functioning of public services. On September 01st, 2025 municipalities have pledged their budgets for 2026 to be submitted to municipal municipalities.
In this case, citizens are also injured. So this delay is not just technical or administrative issues, it directly affects citizens. Every day late in this process means a delay in school projects, nurserys, roads, waterways, sewers and municipal basic services.
Considering that we are in the local election year, this delay could also receive political dimension, creating reasonable doubts that the government is using financial instruments to block municipal work and limit the development of projects at a local level.
So the AKK demands that:
- The Ministry of Finance, Transfers and Labour immediately releases the second budgetary range, without delay to further;
- Respect the legal terms of the budget calendar precisely;
- To ensure equal and fair treatment for all municipalities.
The association of Kosovo municipalities stresses that such delays seriously damage not only municipalities, but all citizens of the Republic of Kosovo. The government must take responsibility and stop practices that block the functioning of local government.
