He has said the Government and regional water company are responsible for this problem.
It is unfair for municipalities to be blamed for their lack of drinking water, while legal responsibility lies with regional companies and the government. The municipalities have made investments in the network, but without central investments in new sources and accumulated dams, there can be no improvement of the situation, at the same time, all payments for drinking water and channeling services are collected by regional water pipeline companies, rather than by the towns”, he said.
He has said municipalities have the competence of building the water supply network infrastructure, after which it moves to company management and supervision of the government.
For this reason, any lack of supply or problem in the quality of service is the legal and institutional responsibility of the KRU and the central government, not of the municipalities. Explaining on the competencies the Kosovo municipalities, under the law, are responsible only for building the water network infrastructure. Following the completion of investments, this infrastructure automatically passes to regional water pipeline companies (KRU), which are under the supervision of the Government of Kosovo. The lack of strategic investments is disturbing that there is no serious investment in finding new drinking water resources and in building accumulated dams. Without major projects in this direction, there will be no improvement of the” situation, Ibrahim was expressed. /Periscope/
