Dragaj says justice is in free decline and performable depending on the weather mood, on the back of the KLA.
This, according to him, comes after the panel on one side says it has authority to condemn you on Constitutions, laws and conventions, while on the other there is no authority to be released from certain charges.

WTF! The panel knocked down the defence motion, arguing that it did not have that authority. In a word, the panel is saying I have authority to condemn him over the Constitution, laws and conventions, but I don't have the authority to free him from any charges. Free decline justice, performable depending on the mood of the weather, on the back of the KLA.
