On Wednesday, July 23rd, the Central Election Commission will open the deadline for registering voters outside Kosovo for voting by mail in local municipal and municipal elections, which will be held on 12 October 2025.

Under the deadline set by the CEC, the period for voter registration outside Kosovo will last 38 days, until 29 August 2025.

CEC spokesman Valmir Elezi in an interview for Economy Online explained how the voter registration process will be implemented outside Kosovo.

“over the 38-day period before the census, all Kosovo citizens living abroad can apply to register as voters outside Kosovo. Any census application must be individual and can be made in one of two ways: (1) via the CEC's electronic platform or (2) via mail, sending the app to the CEC mailbox in Kosovo. Starting on July 23, in fulfillment of the legal obligation, The CEC will activate the electronic platform, through which voters outside Kosovo can register for voting”, Elez explained.

According to him, unlike the elections for the Assembly that were held in February, when voting on the diplomatic representation of the Republic of Kosovo was possible, no vote will be held in the local elections at embassies and consulates, as it is issued with the Law for General Elections.

Under the Law for General Elections, voters outside Kosovo can vote only through mail. This law clearly states that voting on diplomatic representation does not apply to these types of elections. So, there's only gonna be a vote by mail, and for this CEC will open mailboxes in different states where the package of balloting” can be sent, Elez explained.

Under the deadlines set by the CEC, the voting period outside Kosovo will begin on 17 September and end on 11 October 2025. This period will apply only to citizens who will register as voters outside Kosovo during the 38-day census period. / EO/ Periscopi/
