Taskist health institutions, some have exceeded the legal deadline

The Kosovo Agency for Medical Products (AKPM) of seven years is managed by task manager, contrary to the law.

This institution has failed to finalise the final competition for executive director, since it has cancelled it last week announced on 28 February.

Four months after the final results were announced, the whole process has been ousted by the Independent Council for Civil Service after finding violations during the drafting of the candidate's narrow list.

“Because of the position of senior ruling category “Executive Director” in one case it has included candidates who do not meet the criteria, while in the other case it has not included on the narrow list candidates who have met the competition criteria, these actions contrary to the provisions of the law for public officials;... Due to the recorded violations as above, this recruiting procedure is considered illegal”, the Independent Council's decision on Kosovo Civil Service reports. Time.netPeriscope broadcast.

The AKPM has not responded to these findings and have not indicated when the new competition will open.

One year and six months in charge is also the University Clinical Center.

Two competitions have been cancelled for the principal's position so far. The last was cancelled on April 29th, with the argument to exceed legal deadlines. Even at QKUUK, they did not reveal when the new contest will open.

“We are aware of the importance of institutional stability and the functioning of leadership positions fairly and steadily. For this reason, the competition for the KKUK director's position is in planning to open in a reasonable term, in co-ordination with responsible authorities and in line with the initial legal procedures”, the KKUK response is said.

With the amendments of the Law to Public Officials, which have entered into force on June 2nd, the possibility of keeping office with a commanding officer has been extended from one to two years.

In the Committee for Jury and Political Studies, it estimated that holding the positions of directors with a task officer negatively affects institutional integrity, and after the legal deadline is exceeded, the decisions made are controversial.

There is yet another legal consequence, which is to announce the decisions of these illegal task makers, after this deadline is exceeded. So, institutions must act in time, with accuracy and open the recruiting procedures and implement them under law”, said Emma Pula, project manager at GLPS.

Besides QKUK, the position of director of the Vushtrria Hospital, Ferizaj's Mitrovica hospital and Prizren Hospital is a taskman.
