Kosovo in recent years has been the target of terrorist attacks, for which investigation by justice bodies has also been launched. Banjska, Iber Lepenci and bomb alarm at the Kosovo assembly are just some of the countries affected by Kosovo's national security. Investigations into these cases are at risk when incumbent Interior Minister Jelal Svecla is coming out with public statements revealing details and details from the investigative process, in an attempt to get credit, writes Periscope.
Svechale's habit has criticised security connoisseur Bedri Elez, who in a proposal for Periscope, estimated that the mission could jeopardise the performance of investigations, the credibility of institutions and the integrity of evidence and witnesses.
The “in principle, no, and based on the security protocol in the investigative processes it's not supposed to get out so quickly with public data before the end of the investigation, especially when it comes to sensitive issues of national security, because any information released without complete confirmation could be at risk:
1. The performance of investigations since public statements may warn authors or their associates, giving them time to erase traces or avoid prosecution. 2. The reliability of institutions if it turns out that the information given has not been accurate or changed during the investigation, then the authority of security institutions is damaged.
3. The integrity of evidence and witnesses early publication of the data can affect witness behavior or lead to a manipulation of the facts”, he told Periscope.
Take Elez criticised the incumbent ministry, Xhelal Svecla, for publishing the name of the telephone number owner from whom the threat had come to the Kosovo assembly, as he has directly damaged the investigative process.
” Transparency is essential in a democratic state, but must be balanced with investigative professionalism. In such cases, public appearance should focus more on calming citizens and confirming the institutional commitment, and less on sharing operational details, while in the case of the relevant alarm for the Kosovo republic, as well as publishing the owner's name of the telephone number, from which the letter has come is the action which directly undermines the investigative process. Kosovo's security and justice institutions must follow coordinated standards of public communication, including the limits of what can be published and when. Extracting information prematurely can serve more for political gain than for real security benefits. In this context, the office minister's frequent appearances, Jelal Svecla, may be politically motivated or aimed at building a public image, but professionally they should be more controlled and co-ordinated with the Prosecutor and Police Yes, directly”, Elez said.
According to security connoisseur, Svechla has sometimes crossed information boundaries and was introduced into the territory of operational investigations, communicating data that might be considered sensitive or immature.
“Projects require an operational calm and discretion to be effective. Therefore, communication with the public should be done prudently and co-ordinated by a professional spokesman or structure legally defined for this purpose. A more and more common perception has been developed in public opinion and professional media that Jhelal Svecla, in his role as minister in office, has the right to inform citizens, but has sometimes crossed the information boundaries and entered the territory of operational investigations, communicating data that can be considered sensitive or immature. This behavior may be perceived as an attempt to take on the protagonist's role in major security events, perhaps for political reasons or to increase his public profile. However, it is important that such cases be acted on the basis of security protocols and not on the basis of personal emotions or interests. The role of an interior minister is not the investigation, but ensuring the professional functioning of structures and the protection of state interest, and not the opposite”, Elez said away. / P ERISCOPIA
