A new solution is being proposed from the cramp to the Parliament: Conjufca to be appointed chairman and resigned to make Haxhiu

While few days remain until the completion of the Constitutional Court's 30-day term, the Assembly continues to not be functional. And a new proposal for political solution has been given by Albert Krasniqi by the non-governmental organisation Democracy Plus, Periscopi reports.
Krasniqi has proposed that VV could propose MP Glauk Konjufca as candidate, while for deputy chairman Albulen Haxhiu.
Krasniqi says that with the Parliament's regulation, Konjufca is allowed to resign and instead appoint Hadziu.
Because Glauk Konjufca is acceptable to the opposition parties for Parliament Speaker, Vetevendosje Movement can propose it for this position, while Albulen Haxhiun as deputy head of the Parliament (for which parliamentary groups have full discrimination about whom they propose).
After the Parliament's construction, Glauk Konjufca can authorize Albulen Haxhiun to exercise his chair duties and then resign from the post of chairman (it can be done without special authorization, according to the Parliament's Rule).
In this way, the opposition also wins, not voting Hadziu directly for mayor, while Vetevendosje effectively preserves Haxhi at the helm of the Parliament. The regulation does not provide any deadlines for how long a deputy chairman could exercise the duties of Chairman”, Krasniqi wrote.
Likewise, Parliament Speaker Avni Dehari has put to the polls forming an election commission that would enable the secret vote for the head of the Assembly, the process that is also not receiving support from other parties.
The political stalemate continues now and several months, as citizens turned to the ballot boxes on February 9, 2025. There are still no new institutions formed by those elections since then.
The Constitutional Court on 26 June has published the indictment in the case of KO124/25, over the motion put forward by MP Time Kadrijaj and ten other Parliament deputies, who rejected the decision to refuse to form the Commission for secret voting and other similar decisions taken during the Assembly Constituent sessions held in April and May 2025.
The court has stressed that the constitutional session of the Assembly, launched on April 15th 2025, has not ended, due to the mayor's non-election and vice-presidents, thus failing to meet the constitutional requirements of Article 66 of the Constitution.
Similarly, the Court has decided that elected MPs are obliged within 30 days to enter into force of this act, to complete the constitutional session through the election of the Speaker and deputy heads of the Parliament.
This implies that the political parties already have a defined deadline and a clearer orientation to resolve the blockade and form the framework's governing bodies in line with constitutional order, which falls to July 26th 2025.
