People's lawyer, Naim Qeyaj, estimates that the situation created after the last elections, where institutional stalemate has been created as a result of the country's non-compliance, is absurd and at the expense of citizens' interest.
In an interview at “Tempus“, Celaj said a political dialogue is needed. He said the possession of institutions is the constitutional, legal and moral obligation of deputies whose faith is forgiven by citizens.
In this situation, he said a guaranteed constitutional right of citizens- the right to elections is being violated, the oath of justice reports.
The “Deputes selected in the recent elections in general, indiscriminately, without access to justified causes and reasons, in my opinion, are in violation of the Constitution in relation to the obligations of citizens who, with free and democratic elections, elect the representatives who constitute the Parliament. Second, I consider that the lack of parliamentary control and oversight of public authorities, especially the Government and the executive, but other authorities is one of the actions that can follow many consequences even in relation to policies, even in relation to concrete actions that public administration can undertake at this time”, Celaj said.
Celaj said parliamentary control has been missing even before the elections.
Even before I went to the elections, I raised concern about the lack of parliamentary control in this legislature, because it has lacked me as ombudsman from what I have seen in my direct work with the Parliament, parliamentary supervision has been lacking. I'm rarely invited by parliamentary commissions to confront institutions that are not applying the ombudsman's recommendations”, Celaj said.
He added that the currently Independent Media Commission is dysfunctional because there is no board. This position, the Constitutional Court said, is at risk, because there are judges who complete the mandate or retire, and the Constitutional could come into disfunction.
Therefore, Celaj said the current situation is at the expense of citizens' interest and at the expense of the constitutional functioning of institutions./Periscopi/
