After more than a decade of negotiations, partial agreements and constant tensions, the normalisation process has been put into a deep deadlock.
Cerwer has said that recently, nationalist rhetoric spread even during student protests in Serbia, as well as the inability of politicians in Kosovo to form institutions, is making every serious effort for dialogue impossible.
At a time when the European Union (BE) and the United States (SHBA) seem to have lost its former influence, Serwer has suggested that Kosovo's priority be membership in the Atlantic Alliance of NATO before the situation slides towards a new security crisis.
“Normation is already stuck. Nationalist rhetoric will not help to resume. The process has failed so far. But there is certainly room for recovery if Belgrade and Pristina decide to do so”, Serwer has indicated for Time, referring to recent protests in Serbia, during which anti-Kosovo messages have appeared.
The American expert for the Balkans has estimated that with increased internal tensions in Serbia and with institutional paralysis in Kosovo, the possibilities for respective governments to be seriously involved in dialogue over the coming months are minimal.
