In 2024, the number of municipalities that have reached maximum scores in the Business Transparency Index has been the highest since 2017, when even the GAP Institute has begun systematic assessment of budgetary transparency at the local level.
In all, 22 out of 38 municipalities crossed the 61-point average.
Nine of them reached 100 maximum points, respectively, the municipalities of Kachanic, Kline, Lipjan, South Mitrovica, Prizren, Rahovec, Shma, Sqaheraj and Vushtrri. The municipality of Drenas, Hani of Elez and Podujevo has also shown a high level of budgetary transparency, each with 95 points. In these cases, the lack of a document in the required format has contributed to the failure of maximum points.
So during 2024, 227 budgetary documents were published on the official website of municipalities, including financial reports, subsidies sharing regulations and profit lists. The most published documents were the mid-term Business Frame (KAB) and financial reports for 2024. According to data collected, 32 municipalities have organised at least 123 budgetary hearings in total, while another six have not organised any budgetary hearings during 2024.
More specifically, 28 municipalities have held at least four hearings. Among the least published documents remains the analytical accounting card, which has been made public only by 16 municipalities on their official websites and by two municipalities has been sent through email demand. However, this is an improvement compared to 2023.
Significant improvement has marked the North Mitrovica municipality, with a 46-point rise and seven ranking countries, while the Year's Community has collected 90 points, or 45 more than a year ago. On the other hand, some municipalities have scored significant declines, such as Ferizaj (-47.5 points), Obilqi and Maliseva (-25), Gjakova (-20) and Suhareka (-10).
Unlike the municipalities of Zubin Potok and Zvecan, no budget documents continue to be published and remain among the most nontransparent municipalities at the local level.
