In this case, the former Police Director General Reshat Maliqi has spoken of Periscope.
Maliqi sharply criticised the three-month appointment for conducting the Police Academy, which it says could be among the main causes of police officials' failures.
The key problem, which has very quick elections in the Kosovo Police, is the length of basic training. The training time currently is three months, I believe it's too short. In the past, we have various stages of training, six months, eight months, and I believe neither of them has enough to talk about this three-month period that they can't get a good understanding among themselves police officials and permits to get ready and go out and do very specific jobs, very sensitive jobs in maintaining order and security of the country. Management should urgently be reduced and chat about this”, he said.
Maliqi added that Kosovo is not in the emergency phase to produce police every three months, necessarily”, adding that the country has more policemen than all other per capita states.
“Persons that are influenced by alcohol don't need any power to be used to them because alcohol itself has made it its own and they don't have any qualms to react to police” Maliqi said.
“is lack of management staff at all levels. This absence is in all degrees, I don't know if it's affecting policies that you're allowing them to develop but they have to give you space to run tests for all degrees. Kosovo police have internal control and have the opportunity to pronounce disciplinary measures before IPK” is taken, Maliqi said.
Police had detained Agon Zamenu because of suspicions he was drunk and were attacking passersby/automs on the “Haradin Bajrami” in Lipjan.
The images from random security cameras and passersby show the moment the police tie him up and then carry him in an ambulance.
According to his brother Alban, policemen “put him on the head, bound him in chains, and refused to release him until he passed the life of”.
The Institute of Legal Medicine has said that autopsy has been carried out for Agon Zamenu, but samples for analysis have been sent to northern Macedonia. According to reports, samples have been sent abroad because of the failure of the Toxicology laboratory in IML, because the same has been damaged since the fire.
The ombudsman announced that he has opened investigative procedure under the official duty to assess whether there have been human rights violations in these cases, as well as to monitor the actions of responsible institutions, including Kosovo Police and the Kosovo Police Inspectorate.
The exercise of force beyond that necessary constitutes serious violations of basic human rights, guaranteed with the Constitution of the Republic of Kosovo and with international human rights instruments, including the European Convention for Human Rights”, the ombudsman body said.
Ministers in office, Home Affairs Jedal Svechla and Justice Albulen Haxhiu reacted to the occasion.
Svechla said that anyone who turns guilty of the death of a young man in Lipjan would face justice and receive due punishment.
“No one is above the law, and anyone who turns guilty will face justice and will receive due sentence”, Svechla wrote on social networks.
Meanwhile, Haxhiu said the autopsy of the deceased has already been carried out.
The Legal Medicine Institute is making a maximum effort to make as fast as possible the hetopatological and toxicization of tissue samples taken during the autopsy so as to complete the autopsy report”, Haxhi wrote.
