Less than 40 days have remained until the deadline for political subjects is completed to officially hand over candidates with whom they will compete at the local level.
CEC spokesman Valmir Elez has said of Kosova Prees, that although 10 days have passed since the opening of the deadline for application, no political subject has officially submitted the application.
“So far, no political subject has submitted requests for certificate or candidate lists for local elections. This period of application started on June 26th and will be completed on August 13th 2025. Usually, even from experience in past election processes, in the first few weeks political subjects seek information on the necessary documentation for the application and criteria required in the General Election Law, the Law for Local Elections and the underground acts of the CEC”, Elesi said.
According to Elez, with the goal of facilitating the application, the CEC allows online application for application delivery along with candidate lists.
But, according to him, initially, the authorised representative of the political subject (civil initiative and independent candidates) must online complete the data required on the platform: https://affrog.kqz-x.org, while registered political parties and coalitions, have been created and sent back to the authorities and are not required to follow this step. After confirming this application, the Office for Recording, Certificate and Financial Control of Political Subjects will be forwarded via email to authorized representatives to access online platforms and submit application.
Elez has explained that all candidates will be verified by the CEC and other institutions in order to prove the same are in line with Article 30 of the General Election Law. Among the institutions the CEC will seek verification is the Kosovo Judiciary Council.
Kosovo Judiciary Council is one of the institutions the CEC will seek to verify candidates. In Article 30 of the Law for General Elections, it is stressed that the candidate cannot be a person if “has been sentenced in the last three years with a firm form for criminal action, with one or more years in effective prison”. Therefore, in order to implement this legal definition, we will ask the KDP to verify the candidate list if any of them are not in line with this legal restriction”, Elez said.
Otherwise, according to Article 30 of the Law for General Elections, a person cannot be certified as candidate for MP, which has a special function on the basis of the Law in force for public officials; foreign service member and diplomatic representative; chairman or member of the CEC and the Municipal Election Commission; official of PZAP; through the court's decision, including PZAP's decision, has been denied the right to be a candidate; it has been sentenced in the last three years to a formal criminal offense, to one or more years in effective prison; it has failed to pay the fine imposed by PZAP, or the CEC; or has failed to abide by any PZAP order. /Periscope/
