“Did the Kosovo Security Council meet? Were there meetings between institutional and party leaders? Did he have conversations with leaders of the major states of France, Germany, Italy, and Britain? With the NATO chief? Or a public communiqué saying “... talked about the security situation in the region and the urgent need for escalation...”? Call for negotiations?
