The memorandum was signed on 16 August 2021, on the part of Regional Development Minister Fikrim Damka and representatives of the Swiss Caritas (CACH), where the legal status of the latter is the Nongovernmental Organisation (OJQ), registered as such at the Ministry of Public Administration of the Republic of Kosovo.
In this case, the Ministry of Regional Development, not only did it not have legal authorisation, but it is prohibited with legislation in force that spending the state budget be done in the way it has been conducted in this process, above all to sign public fund sharing agreements with a nongovernmental organisation, without having public declaration and submitting to the criteria for which the state has assessed as interest in that statement.
Organisation “G ErMIN” was led by Lisa Gashi until he was appointed deputy minister.


And this “Memorandum Co-operation”, by the two government ministers Kurti, had been initiated and addressed under the International Agreement Law in order to be treated as “Agreement for International Co-operation”.

Explaining that Lisa Gashi was not part of the G organisation. ERMIN since 2020, however, long before the agreement with Caritası was struck or the benefit that is subject to investigation and indictment against former Minister Damka.
Gashi is not a party or subject to any judicial process on this issue, and has not been a signatory to any agreement with Caritası on behalf of any state institution.
