“The millions scandal: Organization G ERMIN, illegally took advantage of Kurti's acting minister, Flaram Damka”

Kosovo's special prosecutor today has filed charges with the acting minister of Regional Zivilisation, Falim Damka, for criminal work “The use of official position or authority”.

Damka allegedly caused damage to the state budget of over 1m euros. He is charged that from the 1608.2021 to 24.03.22, they have exceeded their legal competencies in order to benefit rich benefits for two nongovernmental organisations, “Germin” and “Carias Switzerland”, reports Periscopi.

In a memorandum signed with the Swiss Caritas, under which the budget of the Republic of Kosovo is being spent illegally on many of the 1m 40 thousand euros, the organisation “also figures. G ErMIN”, as an MPJ partner organisation which vows to support.

“MPJD to back CACH and its partner G organization ErMIN in establishing contacts with the Kosovo diaspora in the target countries. The memorandum was signed on 16 August 2021, on the part of Regional Development Minister Fikrim Damka and representatives of the Swiss Caritas (CACH), where the legal status of the latter is the Nongovernmental Organisation (OJQ), registered as such at the Ministry of Public Administration of the Republic of Kosovo.

In this case, the Ministry of Regional Development, not only did it not have legal authorisation, but it is prohibited with legislation in force that spending the state budget be done in the way it has been conducted in this process, above all to sign public fund sharing agreements with a nongovernmental organisation, without having public declaration and submitting to the criteria for which the state has assessed as interest in that statement.

Organisation “G ErMIN” was led by Lisa Gashi until he was appointed deputy minister.

And this “Memorandum Co-operation”, by the two government ministers Kurti, had been initiated and addressed under the International Agreement Law in order to be treated as “Agreement for International Co-operation”.

Such agreements can connect ministries only with foreign states or international organisations, and only if such agreements do not contain mandatory obligations for Government. /Periscopi/

Explaining that Lisa Gashi was not part of the G organisation. ERMIN since 2020, however, long before the agreement with Caritası was struck or the benefit that is subject to investigation and indictment against former Minister Damka.

Gashi is not a party or subject to any judicial process on this issue, and has not been a signatory to any agreement with Caritası on behalf of any state institution.
