Millions' contract from Serbia for company involved in Banjska indictment

The company “Rad 028” by Zvecan, owned by businessman from northern Kosovo Radule Stevic, accused of involvement in the armed attack on Banjska, has committed to work worth over 3.4 billion dinars, or about 30m euros. These works are financed by Serbia's budget, and contracts are signed after the attack on Banjska on September 24th, 2023, according to public data available at the Public Procurement Portal.

It's 65 tenders given to the company “Rad 028” by the Serbian provisional municipal bodies in Kosovo.

Those jobs are mainly related to infrastructure and other projects in the majority Serb settlements in Kosovo.

Temporary municipal organs worked in Kosovo until 2024, when Kosovo authorities closed them with the reasoning that they were illegal, reports REL, broadcast Periscope.

However, they continued working from alternative locations in border towns in Serbia.

The indictment against 45 individuals in September 2024 states that Stevic, knowingly through his business subjects and economic activities, helped Milan Randocchina (U.S.), who claimed responsibility for the armed attack on Banjskka é and participated in money laundering, transferring real and playful assets to third parties in order to hide the origin of wealth.

According to the 158-page document, Milan Radojic is also tasked with facilitating and financing the conduct of terrorism and money laundering, while Radule Stevic and judicial person “RAD D.O.O.” with only money laundering.

Criminal work “money laundering”, for which Stevic is charged, under the Law to prevent money laundering and combating terrorism financing in Kosovo, is sentenced to up to ten years in prison.

Steviq also has two companies registered in Kosovo -- “RAD D.O.O.” and “RAD P.T. P.” But since 2021 no longer receives jobs or contracts, because, along with Radociciqi, they have been imposed under US sanctions for involvement in international crime and corruption.

Under these sanctions is his registered company in Serbia, “Rad 028”, but this does not prevent him from obtaining large contracts financed by Serbia's budget, where the only bidder is in most tenders.


Two days after the attack in Banjska, the company “Rad 028” won a public tender worth 358m dinars ʹ over 3m euros shared by the interim municipal body in Zvecan.

The purchase involved construction equipment ) cars, tools and construction mechanisms which, through a programme of distribution for economic and social development for 1923, would have to be distributed to companies and other businesses from the majority Serb areas in Kosovo.

The documentation itself at the Serbian public procurement portal clearly determines which companies should receive the equipment that is shared through this kind of support.

Equipment and machinery are said to be destined for the Serb population living in about ten facilities in Kosovo, including Leposavicin, Prizren, Kosovo's Mitrovica, Zvecanin and Zubin Potok.

Dozens of Serbian companies are mentioned in the documentation, but individuals reportedly destined for.

Radio Reporters Free Europe failed to confirm whether these devices were actually handed over to everyone who figures on the list, nor when this happened.

The documents mention several companies, which, according to the Kosovo indictment, are linked to the accused company “Rad 028” and to Radulle Stevjqi.

So, for example, you can see that company “SEV ER KOP D.O.O.” by Leposaviqi has benefited an excavator, while independent trade store “Santos”, owned by entrepreneur Dragan Nedelkovic, has received a fork-a fork.

These business subjects are mentioned in the indictment for Banjska's case in the context of “extinguishable reporting of equipment purchases, which, in most cases, had them, while the money was kept for themselves”.

The indictment also says entrepreneur Dragan Nedelkovovic is the father of one of the attackers killed in Banjska, Stefan Nedelkovic.

In the same period, a few days after the attack on Banjska, the company “Rad 02818x1> from Zvecan also participated in the purchase of vehicles and agricultural equipment through a programme that shared stimulating funds for agriculture development in Kosovo during 2023. This, according to information at Serbia's public procurement portal.

In this way, agricultural vehicles worth over 142 million dinars, or more than 1.2m euros, were purchased by Zvecan.

Documentation related to this procurement also mentions Daniell Djukkiq, who was allegedly given badge equipment. Djukuk in Kosovo is accused of being a member of the armed group that carried out the attack on Banjska.

A person named Marija Jaksic, who is identified in the indictment as Bojan Jaksic's wife who was allegedly responsible for the security of Milan Radojiciqi, mentioned in procurement documentation as barrel users and pumps for the decanting of wine, while the company “MDJ Konduk”, which the Kosovo Prosecution connects with Igor Milenkovich killed in Banjska, has benefited boxes for preserving fruit.

Same company received tender, equipment from same support programme
After September 2023, the interim municipal body in Zvecan awarded the company “Rad 028” four other contracts for supply of goods, machinery and equipment, destined for boosting economic development in Kosovo's majority Serb areas.

In three of the four aforementioned procurements, the company “Rad 028” from Zvecani participated along with company “NV 028 D.O.O. Kosovska Mitrovica”, also mentioned in the indictment in the Banjska case.

This company was founded on April 3rd of 2024, with a thousand founding capital dinars, while its owner and director is Nemanja Vujadinovic of North Mitrovica, data from the Serbian Business Records Agency, which is publicly available.

A month after its establishment, the company won the first tender worth more than 1.7m euros, along with the company “Rad 028”.

According to data from the public procurement portal, the tender included procurement of goods under an economic stimulus programme.

Thus, through various promotional programs in the past three years, the procurement of goods worth more than 8.5m euros was entrusted to the company “Rad 028” by Zvecani and later to “NV 028” from North Mitrovica.

In a tender given in October last year, company “NV 028”, along with “Rad 028”, won the contract for an economic support programme and development in the majority Serb areas in Kosovo. E, in procurement documentation, “NV 028” figures as the beneficiary of an excavator.

Procuration documentation for economic simulations in 2024 notes that a construction machine was also given to the company “MY GR 028” another subject mentioned in the Banjska case.

Several companies mentioned in the indictment have also won individual contracts, financed by the Republika Serbia budget, show data published at the public procurement portal in Serbia.

For example, “I& M STIL D.O.O.”, owned by Irena Stevick, who allegedly is Radulesh Stevic's daughter “Rad 028” She's engaged in some lucrative business.

Turnout in the tenders started since October 2020, and until January 15th, 2025, made several contracts with the provisional municipal bodies in Kosovo, worth over 807m dinars, or about 6.8m euros.

Company “MY GR 028”, mentioned in the indictment for Banjska, made purchases worth more than 598 million dinars, or 5.1m euros, between May 21st 2021 and May 5, 2025.

On the other hand, company “Santos” supplied the pre-school institution “Lane” with food and drink, worth about 90 thousand euros, during October 2021, February 2025.

Other jobs of the company “Rad 028” by Zvecani
In addition to supplies of machinery and equipment to the Serb community in Kosovo, the company “Rad 028” also deals with construction projects.

Among its most important projects is the expansion and construction of new facilities at the Clinical Hospital Centre in Northern Mitrovica, which works within Serbia's health system.

According to data from the public procurement portal, the value of the contract exceeds 3.9m euros and was signed in early 2024.

During September 2024, the company “Rad 028” from Zvecani along with that “Beta Gradnja” from North Mitrovica certainly also mentioned in the indictment for the Banjska dealt with the purchase of materials for construction, reconstruction, sanding and adaptation of family dwellings in 20 Kosovo municipalities. The project is worth over 3.4m euros.

On the latest purchase list, on June 30th 2025, it appears that the interim municipal body in Zvecan contracted the firm “Rad 028<18x1> also for the construction of an ethno-vitrate near the Draganac monastery, located near Novoberda, south of Ibri. The value of this project is over 1.2m euros.

Can the company build “Rad 028” in Kosovo?
In the past three years, Kosovo authorities have banned construction in Serb majority areas funded by Serbia, arguing they do not have permission from Kosovo institutions, but only permits issued by Serbian organs, which Pristina does not recognise.

Among other things, construction of parallel university buildings has been blocked, the works being carried out by Stevic's “Rad 028”.

Free Europe radio contacted the Government of Kosovo, the Agency for Business Registers and the Authority of tenders to ask whether they have information that Radule Stevic, with his company from Serbia or with those registered in Kosovo, is implementing projects funded by Serbia's budget, but, until the publication of this article, received no answer from any institution.

Earlier, Procurom Research Organisation told Radio Free Europe that Stevick's companies in Kosovo are not on the blacklist, because there have been no complaints from customers, nor has it proved that he has submitted false data or forged documents.

The law on public procurements in Kosovo envisions measures for blacklisting only when the labour taskmaster says false data or forged documents were presented.

Based on data published on the Kosovo portal “Open Procurement”, where information on public contracts can be found in Kosovo since 2018, Stevsic companies have received about 5m euros from Kosovo's budget until 2021.

His company's services were used mainly by Serb majority municipalities in northern Kosovo, operating according to the Kosovo system, northern Mitrovica, Leposaviq, Zvecan and Zubin Potok. /Periscope/
