The tragic death of citizen Agon Zamenullahu, following his ban by Kosovo Police in Lipjan, has raised serious concerns over the standards of treatment of the detainees and the functioning of institutional supervision mechanisms.
In our quality as a guarantee of democratic accountability, we stress the necessity of an independent, transparent and comprehensive investigation, including publishing the autopsy report and all relevant images from security cameras and evidence on the ground.
We also ask:
Compulsory use of body cameras (bodycams) in all patrols and intrusive units to ensure transparency, protection of officers and safety for citizens;
Reviewing medical protocols during the ban and staying in detention, including the obligation to remove handcuffs and offer immediate assistance in cases of the detainee's severe health condition;
Strengthening the chain of institutional responsibility, aimed at preventing similar cases and maintaining professional standards at every level of the security system.
Protecting the dignity of security institutions does not imply silence against failures or avoidance of responsibility. It means building a more just, professional, and reliable system.
This case should not be left unanswered. It should serve as a turning point for justice, public confidence and serious institutional reform.
