On the eve of Certification of the election results of 2017, in consultation with the KM Legal Office and with the prime minister's legal adviser, who is today chairman of the Oda of Lawyers, in line with Article 72 of the Constitution, as prime minister in office, I freed a deputy prime minister and 8 ministers who had won the MP's mandate. Governments relieved of duty were: Ramiz Kelmendi, deputy prime minister, ministers; Dr. Cameron Shala, Dr. Avdullah Hoti. Enver Hoxhaj, Dr Lutfi Zharku, Memli Krasniqi, Dr. Hykmete Bajrami, Arba Abashi and Rasim Demiri. We took this action, not to be an example of applying the Constitution, but to prevent us from becoming an example of wrongdoing. In fact, each one of them demanded that its/her mandate in the government not fall into constitutional incompatibility with the legislative mandate, even though at the time Kosovo did not have the Law for Government, which now effectively made the constitutional code legally binding that no person can at the same time exercise executive and legislative positions. That is what the Supreme Court said a few days ago. The incumbent government should not allow itself unconstitutional action and remain in power in violation of the law. However, the frailty of power is best proved when you fall out of power. Then not only should responsibility be given for non-legal and illegal actions but also await individual responsibility before the law for the consequences created by contempt of the judiciary.
