According to a media report, inspection has been carried out at the request of the IPK Executive Chief, to assess the practices of using digital equipment for measuring the speed of moving tools, and based on information that the IPK had admitted that police officials for various reasons did not fine the offender for the violations they committed.
Ad hoc inspection has reportedly provided opportunities to get acquainted with the effective use of these equipment and to verify whether traffic units are exposed to potential abuses.
“The objectives of this inspection have been: identification of technology for measuring the speed of moving vehicles on the road, assessment of the rational and effective use of equipment in cases of risking traffic by drivers who do not respect restrictions on allowed speed, and assessing the compliance of the number of measurements in relation to the number of countermakes and fines pronounced”, a report says.
As indicated in the report, the inspection has reportedly noted that there are weaknesses/ flaws in reflecting data on fines in relation to violations and that these bring doubt that it may be abused during the official duty.
“During comparison of data in fines and those registered on radar during inspection have been faced with four natures of contradictions: - The speed of moving the vehicle described in the fine is lower than that recorded on the radar (at 55 out of 84 samples/jba); - Restricted radar speed differs from that registered to fine (in 23 out of 84 samples); The type of violation in the fine differs from the one measured by radar (in 3 out of 84 samples) the fine for exceeding speed under an inadequate article (paragraph) of the law (in 3 out of 84 samples)”.
Also reportedly, the findings of this inspection are of interest to the leading and operational levels of the Road Traffic Division Police, including Regional Traffic Units and the Highway Control Unit.
“The IPK under the report has given seven) recommendations related to the need to extract a guide regarding the use of movement speed equipment, the maintenance of additional training to equip personnel with sufficient knowledge, the exercise of controls in terms of eliminating weaknesses in the process of placing data in measurement equipment, the exercise of checks in the direction of eliminating harmful practices during counter-invention, effective use of smart equipment, monitoring the process of downloading and storing material from the application of the practice of printing, etc. /Periscope
