Former IPK investigation chief in the 27-year-old case: Quick investigation, determine whether any legal competence has been exceeded by police officials

The last case in Lipjan and other cases, where a person lost his life during or after interaction with police units, presents a situation that requires particular institutional attention and immediate criminal and disciplinary treatment.

From my professional experience as a former head of investigation at the Kosovo Police Inspectorate, and now as a lawyer, let me stress that any case where a citizen loses his life in contact with law enforcement forces is subject to mandatory criminal and disciplinary investigation, and requires analysis of the proportionality and legality of the use of force by police officials.

So, the IPK and the competent Prosecution to conduct rapid, independent and inclusive investigations, ensuring that every circumstance is cleared through forensic expertise, video footage, operational reports and testimony of the parties.

To clearly determine whether any legal competence is overstepped by police officials, in line with Article 35 of the Law on Police and Article 8 of the European Convention on Human Rights.
