Institutions for Signal Lack Banning Weyman

Three days after a young man died after being thrown into Weyman by the main bridge over the lake, criticism of institutions for lack of signs banning washing in the lake and even throwing it from that height.
Through a response, the Kosovo Institute for Justice (IKD) has called for an institutional investigation and accountability, and has found that around the lake located in the predominantly Serb-inhabited north, state representatives have already promoted washing.
Under the Kosovo Water Law, the Ministry of Environment, Spatial Planning and Infrastructure (MMPHI) in co-operation with the Ministry of Health, Commissions and water service delivery companies, with a sub-lawing order areas for washing. And Administratorial Guides for the Purging Areas states that it would have to be fulfilled as far away as 2018. Determining a certain washing area, according to this Administrative Guide, attracts behind itself the obligation of the company of nine (9) management measures.
The IKD has found that, in terms of this obligation, up until now, there is no public notice whether competent institutions have assigned Uyman Lake as a bathing zone, and on the other hand, politicians have promoted washing.
Furthermore, there are no reports whether washing in this area is allowed or forbidden. Meanwhile, the actual situation is that this lake is currently being used for washing by citizens”, said the IKD response. The “Institutions of the Republic of Kosovo instead of fulfilling legal obligations pertaining to the appointment of washing zones and management arrangements, as required by Law and Administrative Direction, have promoted the lake as a washing zone. Government officials, including MPs and ministers, have gone to Ujman Lake and publicly distributed images of people bathing in the Lake of Uyman, presenting it as a resort and hinting for citizens that this is the area for bath”.
The Weyman Lake serves as one of the most important sources of drinking water in Kosovo, providing drinking water with a considerable share of the population.
According to Article 9 of Administrative Guides for the criteria for determining protected sanitation areas of water resources, lakes and acumulations are classified as surface water resources. This guidance has not been prescribed in any part of it, nor has it been enjoined upon that which allows the washing of citizens.

And the deputy director of police for the northern region, Veton Elshani, has told Kosova Press that after the tragic 33-year-old case, it has been discussed with the Hydroeconomic Company “Iber-Lepenc” for signaling.

As for the infrastructure, in terms of the book "Iber Lepencit" on the dam, in the channel the signs are in. And communication expert Bekim Ahmeti has expressed the need for setting up signs.

In response to the death of 33-year-old following bridge-throwing in the lake, the IKD has stressed that failure to fulfil legal obligations by institutions, promoting Ujman Lake as a washing zone, the lack of signalism for stopping washing and institutional failure, “could be factors towards the tragic death of July 27,<1>.

The IKD also calls for halting irresponsible public communication by officials promoting washing or jumping into these risk-free areas and without adequate signaling”.
On Tuesday, when the third day of research was done, the young man's lifeless body was found that disappeared on Sunday in the waters of the Lake of Weiman after jumping off the bridge.
The body was released after the activism of the Kosovo Security Force, hours after being authorised to join the search teams.
The Emergency Management Agency has been involved in the operation since the beginning.
Apart from KSF and KFOR, members of the police have assisted in the operation.
After KSF has recovered the young man's lifeless body from Lake Weyman, it has been handed over to police and the forensic team. /Periscope/
