According to Government Bills Programme 2025-27, by the end of last month drafts of laws such as Labour, Civil Code, for the Judiciary Council and for the Prosecutorial Council, for the protection of competition, for energy and for electricity, etc. would have been adopted.

The blockade, in relation to the establishment of the new Parliament legislature, thus affects the quality of citizens' lives.

Stressing that the remains of a multitude of laws have financial consequences, at the Democratic Institute of Kosovo estimates that this year has only been wasted.

“We're already late in considering the legislative plan, whether the government that's on expiration, but also of any government that could hypothetically come after the establishment of the Assembly and normally that the consequences are great... Whenever the mayor is elected and the constitution is dedicated, in my opinion, the year 2025 is a failed year in legislative sense and in the sense of supervisor, because we are late”, said Volnet Bugakku, senior researcher in KDI

Speaking of the consequences, Bugakku singled out the legislature's transfer to Civil Code legislatures and constitutional amendments to “vettingun” in justice, as two of the key issues that remain pending from the previous legislature.

This makes it vacant or, to say so, unable to exercise legislative power, as well as has the principal term Parliament of the Republic of Kosovo. And, for 7 or 8 months, if the state remains without parliament, which examines, controls, and in some cases proposes and drafts laws itself, then this is also a major challenge to democratic and parliamentary life in Kosovo.
