EU shared millions of Growth Plans for second time for Serbia, Albania and Montenegro, Kosovo still in non-center blockades

According to the EU's Growth Plan for the Western Balkans, these investments will improve energy networks, hydropower plants and provide solutions for solar energy heating.
Kosovo, due to the political blockade, is the only country that has handed over the Reform Agreement, but has yet to accept the first payment, while today the EU, in addition to the first payment, for Albania, Montenegro and Serbia has shared the second millions.
Days ago, the newspaper Express reported on the negative impact the political crisis has on the maximum exploitation of opportunities the EU Growth Plan offers.
Even from Brussels, they are concerned that Kosovo still has new institutions -- the UN and Government -- to approve the agreement with the EU.
