Despite numerous efforts, the election hearings of the Speaker of the Parliament have failed over 50 times.
The Vetevendosje movement, which won 48 seats, has nominated Albulen Haxhiun for Speaker of the Parliament, but the opposition has refused to support him and is blocking the secret voting process as well.
Deep political differences have created a deadlock that has blocked institutions.
