Independent Supervisor Council for Kosovo Civil Service ( KPMSC has decided in favour of Hafiz Gara, director of the Department for State Commodity Reserves at the Ministry of Industry, Trade and Trade (MINT), cancelling the assessment he was given for work during 2024, writes Periscope.
The race, which had been arrested under suspicion of involvement in a scandal with state reserves, where, according to the Prosecution, a considerable amount of paid grain and oil had not arrived at the state depots at all, with an alleged damage of about 700 thousand euros, already faces another challenge -- the intentional exclusion from the regular performance assessment process on the part of MINT.
According to KPMSCK's decision with no. A.n.480/2025, dated 16 May 2025, the ministry has acted contrary to the law, not assessing Gara's work for the full period of 2024 at all.
He was only praised for the last two months of the year, the period in which the assessment was made by MINT General Secretary-General Qefsere Ajjeti, who had given Gara the lowest assessment“needs an upgrade” ).
In the complaint filed by Gara, the assessment was said to be unfair, biased and an open effort to prepare the legal ground for his departure from his position.
KKPSCK has concluded that the ministry has had three different people exercising the office of secretary-general during 2024, and each has had the legal obligation to assess Gara for the respective period. This obligation has not been met, leaving out any regular legal process for most of the year, writes Periscope.
Based on relevant legislation, including the Law for Public Officials and Rules for the assessment of performance in the civil service, the KKPSCK currently imposes on the ministry that, Daut Latifaj, which held the position of secretary's taskman until May 2024, Sebahate Bushrani, the secretary's taskman from May until November 2024 and Qefsere Ajeti, who monitored Gara from November until the end of December, will perform the assessments for the respective periods within the 15 days term.
Also, MINT's Human Resources Office and administrative officials are ordered to take all actions to implement that decision.
Hafiz Gara, according to the prosecutor's file, is charged with being the director of the State Reserve Department, overstepping legal authorisations, and there are illegalally seeking through request by defendant Irfan Lipovica to bypass procurement procedures for purchasing goods for state reserves.
The race allegedly called for bypassing procurement procedures has been made to limit competition and conceal violation of the law. The race was charged with bypassing members of the Commission and allowing Ridvan Muharrem to play the role of ministry and economic operators mediator for the purchase of state reserves with operators in Turkey and Poland.
The race was arrested in 2023, leaving them free after several days of detention. Irfan Lipovica had also been arrested with the race. The prosecution has not yet filed an indictment, while seeking to interview the incumbent MP and prime minister, Albin Kurti, who is refusing despite being fined twice. /Periscope.
