The arrest of Gjakova municipality officials reacts to Djind: The prosecution explains what they're being accused of.

Kosovo police have announced that in co-ordination with the state prosecutor, evidence has been provided that supports “the reasonable doubt that four suspects (two men and two women) by the Urbanism Directorate and the Cadastre Directorate of the Gjakova municipality, allegedly with their actions in 2018 and 2019, have issued illegal [...]
Regarding these arrests, the chairman of Gjakova, Ardian Gjini, who says he sees this “arrest as completely unnecessary” has reacted.
He has demanded that “Procuroria clearly and publicly clarify what they are specifically accusing of, not in general terms like “task usage”, but with concrete facts”.
On the other hand, Djind says that all “must submit to rule of law, and the law must be fair”.
His full response:
I am sincerely surprised with the arrest of former colleagues and colleagues. I see this arrest as completely unnecessary until this event has caused understandable concern within both the institution and public opinion.
I am convinced of the honesty and professionalism of my colleagues and former colleagues. Therefore, I believe it is necessary for the prosecution to clarify clearly and publicly what they are specifically accused of, not in terms general as “task usage”, but with concrete facts. Citizens have the right to be informed correctly, especially during such a sensitive period before elections.
I've always believed in justice. But it is also a duty of justice organs to protect the system from any intervention that violates the trust of citizens in that system of things.
Everyone must submit to rule of law, and the law must be just.
