Albulen Haxhiu applied for the transfer of brother-in-law convicted in the Qumanova case was not approved by North Macedonia

Prayers are not being carried out by Albulen Haxhiu, who is demanding a secret vote in her successive and failed efforts to become head of the Parliament.
However, the calls have not worked even in the role of justice minister.
That there is no authority shown in August 2017, when she wrote to her North Macedonian counterpart to be sentenced in the Kumanovo case.
Last year she applied for the transfer of five convicts to the Kumanova case, including her brother - in - law, in prisons of the neighboring state.
Through a letter, Haxhiu has asked the Ministry of Justice in Northern Macedonia to allow the transfer to Kosovo prisons of her brother-in-law Muhamet Krasniqi and four others.
Request denied. At least until today. Five convicts for terrorism in the case of '%Kmanova: Muhamet Krasniqi, Bajran, Beq Bajra, Betim Kabashi and Deme Shehu are in northern Macedonia prisons.

The ministries of justice in Kosovo and in northern Macedonia have declined to comment on the contents of the letter.
Meanwhile, from the Kosovo Correcting Service unofficially have said they have rejected any transfers of prisoners with Northern Macedonia, Paparaci reports.
Paparaci has secured Haxhiu's full letter to Macedonian counterpart Igor Filov for the transfer of five convicts for terrorism.

In the letter a and a half page and with its signing on August 21st of 2024, Haxhiu was addressing Filkov with a request for the transfer of convicts from North Macedonia's Institutions to Kosovo.
Haxhiu had written in this letter to Filkov that five individuals had submitted requests for transfer to Kosovo's correctional institutions. Among them is her brother-in-law, Muhamet (Andy Krasniqi), known as “Maliceva”.
Besides Krasniqi, Bajram Elshani, Beq Bajra, Betim Kabashi and Deme Shehu were on the list for transfer.
Andy Krasniqi was sentenced by the Constitutional Court of Skopje in 2017 to life imprisonment.
Life sentence also suffers Becker Bajra from Gjilan and Demas Shehu from Decani.
Meanwhile, Bajram Elshani is sentenced to 40 years in prison, along with Betim Kabashi from Prizren.
Haxhi had written this letter on the basis of the Convention on Transfer of Sentencing Persons signed between Kosovo and Northern Macedonia on the transfer of convicted persons, November 6, 2012.
“Through this letter, I express my willingness to accept all requests from our citizens who are serving sentences in the Republic of Macedonia for transfer to corrective institutions in the Republic of Kosovo in accordance with the above-mentioned” Agreement, Had Haxhiu wrote in his letter to Filkov on 21 August 2024.
Demand for Health Causes
Annie, why she has not mentioned names, Haxhiu had written to her counterpart that she had received recommendations from the Kosovo Embassy in Skopje to launch procedures for transferring two prisoners for health and humanitarian reasons for further health treatment in Kosovo.

She had written to Filov that their rehabilitation would be easier in Kosovo.
“For this, I kindly ask you to examine the attached documents, which, according to the announcement, were sent to the Ministry of Justice of the Republic of Northern Macedonia and based on the above-mentioned agreement, to ask the competent Macedonian authorities to consider the call for transfer to Kosovo, where their rehabilitation and reintegration would be easier”, said Haxhi's letter to the Macedonian justice minister.
“The Ministry of Justice of the Republic of Kosovo wants to ensure the Ministry of Justice of the Republic of Northern Macedonia that it will continue close co-operation over the cases for the transfer of convicted persons and seizes the possibility that once again to express the highest consideration to the Ministry of Justice of the Republic of Northern Macedonia”, said at the end of Haxhi's letter.
Paparac has asked the justice ministries in Kosovo and in northern Macedonia whether this transfer of five convicts has been carried out in the Kumanovo case, but not after more than two weeks of waiting, the ministries of the two states have not returned until the publication of this text on Thursday, July 10, 2025.
Kumanovo Case
The Skopje Foundation Court has sentenced members of the Kumanovo group, accused of terrorism for events on May 9th and 10th of 2015, to a total of 746 years.
The long court process had begun with the North Macedonia Prosecutor's Act, in which it said that early 2015 accused Mirsad Noecaj (killed in the Kumanovo conflict), Beg Rizaj (killed in the Kumanovo conflict), along with accused Andy Krasniqi under the nickname “Maliceva <xh1> and by the former name of Muhamet Krasniqi, Sami Ukshini, Deme Shehu, had created the group aimed at operating at a period of time.
According to the prosecution, the group's goal was to commit criminal acts such as murder, body injury, destruction of public objects, infrastructure objects and objects for general use, assault on police stations.
Meanwhile, a total of 37 people were accused of terrorism, of which 7 were sentenced to life in prison. Life sentence is: Andy Krasniqi, Dem Shehu, Fadil Fejzullahu, Nasuf Zeqiri, Valdet Zekaj, Beq Bajra and Fejzula Rushovski.
Thirteen have been sentenced to 40 years in prison: Esat Caffegeli, Adrian Bujari, Shefqet Hallaqi, Betim Kabashi, Gail Sefaj, Enver Hoxha-Klajn, Rufki Dogani, Bajram Elshani, Nedmetdin Lika, Lika, Freedom Krasniqi, Sevdal Miftari and Fatmir Recica.
Six of the 37 indictees have been sentenced to 20 years in prison.
Prisoners of 20 years are: Fadil Elshani, Freedom Demiri, Hajrush Abdija, Minder Rustemaj, Mirsad Qerim and Beingan Hissini.
The accused and the others have been sentenced to 18 years and below. Ragmi Latifi has been sentenced to 18 years of freedom, Irfan Lutfiu to 14 years, Arsim Bajrami to 13, Musa Pajaziti to 12, Seadudin Abdullah 14, Elham Arifi to 13 and Abbib Alimi to 12 years in prison.
Most of the convicts are citizens of Kosovo, who also account for the organisers of events at the Trima Quarter in Kumanovo.
The Criminal Court has acquitted Ibrahim Murtezan, Besnik Bajrami, Fazli Osmani and Besnik Aydin.
Two days of 9 May and 10 May 2015, eight members of the police force and 10 members of the armed group have been killed.
The group had declared that the deployment in Kumanovo was due to Albanian rights violations in Macedonia.
