The Wonder Sea ship reportedly carried 53 people, including five crew members, when it was overturned because of strong winds in Ha Long Bay.
Rescue teams have found 11 survivors and have unearthed 27 bodies, eight of them children, writes SkynewsTransmton Periscope.
The People's Army newspaper, which quoted local border guards, said authorities have not yet confirmed details about tourists, including their nationalities, as the rescue operation continues.
Most passengers were tourists, including about 20 children from the country's capital, Hanoi, according to the newspaper.
The incident comes shortly after the arrival of the Wipha storm in the South China Sea, which brought strong winds, torrential rains and lightning to the area.
The designated storm is the third typhoon to hit the South China Sea this year and is expected to reach land along the northern coast of Vietnam early next week.
According to Noi Bai Airport, storm-related disruptions have also had an impact on air travel. /Periscope/
