The People's Army newspaper, which quoted local border guards, said authorities have not yet confirmed details about tourists, including their nationalities, as the rescue operation continues.
Most passengers were tourists, including about 20 children from the country's capital, Hanoi, according to the newspaper.
The incident comes shortly after the arrival of the Wipha storm in the South China Sea, which brought strong winds, torrential rains and lightning to the area.
