17 independent institutions are plagued by blockades in the Parliament

Public Lawyership Institute spokesman Petrit Colak says replacing members who have been given the mandate has remained hostage to the blockade in the Assembly, though, as he points out, so far, there has been no impasse of work.
With the assembly inconsistencies, a competition has not been held. There are four options asked by the people who were given the mandate in June this year, and now the ombudsman is unable to send the same list as the deputy or make a new announcement about the contest. The lawyer of the people has informed the assembly and we are waiting until the assembly is formed and we continue with procedures until these plebes continue their work until the arrival of other vices”, Colaku said.
But from blockades in the Parliament they did not experience alone KPM of the ombudsman institution. At the Kosovo Institute for Justice, they list a number of other independent institutions that operate with a lack of members or are dysfunctional because of the non-action of the Assembly, including the Independent Council for Kosovo Civil Service, the Kosovar Property Agency, the Independent Authority of Competition and other.
At the GAP Institute, meanwhile, they say that with the failure of the Parliament, many independent institutions have remained without monitoring.
There's a lot of independent institutions without monitoring, we have boards that pass the mandate, and we have the RTK funding issue... It's a chain of processes not to mention important laws, we have the labour law that is awaiting treatment in the convent...”, said Bleddy Haysa, director of the GAP Institute.
Last Saturday, for 54 times in a row, MPs failed to establish the Parliament despite the Constitutional Court's decision to fulfil that obligation within 30 days. From Sunday to August 8th is in force of the provisional measures of the constitution, which prohibits any decision and actions of MPs following the deadline for consultation, RTV21 reports, broadcasts Periscope
