Ukraine's president, Voldymyr Zelensky, signed an agreement with the Council of Europe late Wednesday for the establishment of a special tribunal that would deem senior officials responsible for the invasion of Ukraine from Russia.

The mandate of the tribunal will be prosecution of senior political and military leaders for the crime of aggression against Ukraine, the Council of Europe said.

Citizens of Belarus or North Korea may also be prosecuted if proven to have played a significant role in the crime of aggression against Ukraine, he added.

This is the first time such a tribunal is founded under the supervision of the Council of Europe, the highest human rights body on the continent.
The Council of Europe, with 46 members, is not part of the EU, and includes important European states outside the EU, such as Turkey, the UK and Ukraine.
