The Democratic Party of Kosovo deputy (PDK), Ferat Shala, has considered the lack of functioning of the Kosovo Parliament as a problem in managing and functioning many capital projects that would improve the lives of citizens.
Shala in a proposal for Periscope has shown that even lack of budget revision has greater impact on local governments.
The non-constitution of the Parliament has brought substantial problems in managing and functioning many projects and public institutions. Currently, it is time for budget review not only as practical and institutional culture but also as the necessary reason to help or complete many investment projects on all public finance management levels, budget review is hitting local powers with particular emphasis, then many infrastructure projects of culture environment”, he said.
The former chairman of the Commission for Economics, Industry, Undertaking and Market has considered that public enterprises have no financial accountability or planning for 2026.
All public companies and agencies already have nowhere to report, nor anyone to approve or reject annual preliminary reports. There is no financial accountability or planning for the rest of the year. Besides many regulators like Z RRE, KPM, OSHP, then COST and public enterprises and so on are completely without parliamentary supervision”, Shala said. /Periscopi/
