Selim's Vessels are rejected for provisional release

As with Krasniqi, there is reportedly a lack of information to ascertain that they can escape from justice, reports “The Justice Vow “.
But both are said to be in danger of obstructing procedures and committing criminal acts against those perceived as KLA opponents, including witnesses who have testified or will testify in the case.
Wessel's defence had indicated that any remaining risks identified by the court can be effectively managed through provisional release under conditions implemented by Kosovo Police.
The defence also recalled that the judge of the preliminary procedure had rejected the conditions proposed by them for provisional release, arguing that the information Kosovo police have provided was not enough to eliminate the possibility of Veselin convey messages to his family members or use encrypted messages during conversations.
But, the defence has now argued that based on information provided by the Kosovo Police on its capacity to implement any condition of parole, the pre-procedure judges drop the bases.
Wessel's “Defense also represents that Mr. Wessel is willing to hand over his passport and respect any measures the Judicial Chamber views as necessary (“Proposed Conditions”). According to the defence, guarantees provided by Kosovo Police, along with specific measures proposed for Mr. Wessel, should be considered along with her experience in implementing earlier provisional releases ordered by TSK. The defence also invites the Judicial Chamber to directly request any additional information it considers missing by Kosovo Police”, the decision said.
The court has taken into account information provided by Kosovo Police concerning its capacities for monitoring this issue, as well as European Commission reports showing that Kosovo Police operational capacities have improved.
But this court says it has been convinced that the measures proposed by Kosovo police could ease the relevant risks stemming from provisional release.
Also, the Judicial Chamber considers that guarantees provided by Kosovo Police are not enough to ease risks related to the possible flow of confidential information concerning witnesses during visits to Mr. Wessel. In particular, the Judicial Chamber is aware that [ REDECT]. As such, the Judicial Chamber considers that, in case Mr. Wessel and his visitors would use encrypted messages, [ REDECT]. The Judicial Chamber is also of the opinion that the issue of encrypted messages would also continue in [the] REDECT]. [ REDECT]. As previously ascertained by the Court of Appeals Judge, even considering that a Kosovo Police official can [be] REDAKUED]”, the decision says.
But the court has decided that continuing custody for Wessel is necessary.
Similarly, Selimi's defence was referring to guarantees offered by Kosovo Police. They had also argued that the outcome of the prosecution's case narrows over the likelihood that the accused will take stumbling action against the process.
The SPS had responded that none of the proposed conditions is enough to ease the risks of provisional release. The defence, however, had said the prosecution provides no argument on why the proposed conditions are not sufficient for Selim's provisional release.
As a result, as with the other two indictees, the decision was made for him to continue custody.
Meanwhile, on April 15th 2025, the prosecution has announced that it has completed presenting evidence in the case.
The Specialised Prosecutor's Office, on September 30th 2022, has handed over the confirmed amended indictment against Hashim Thaci, Kadri Veselini, Jakup Krasniqi and Rexhep Selimi, which consists of ten points on charges, where the latter are charged with war crimes and crimes against humanity.
On April 29th 2022, the Specialised Prosecutor's Office had handed over a amended indictment to Hashim Thaci, Kadri Wessel, Rexhepi and Jakup Krasniqi, where four indictees have committed war crimes even in Gjilan, Budakov and Semtish.
On November 9th 2020, in their first appearances, Hashim Thaci's Jakup Krasniqi has been declared innocent of the charges placed on them. Wessel has also been declared in his presentation on November 10th, as has Rexhep Selimi on November 11th.
The incident against Hashim Thaci, Kadri Veselini, Rexhep Selimit and Jakup Krasniqi is confirmed on October 26, 2020.
